How much does a WhatsApp chatbot cost in Mexico? (2026)
What a WhatsApp chatbot with AI costs: setup, monthly fee, Meta per-message rates in pesos since Oct 1, 2026 and AI usage, plus a sample annual budget.

You want to know what a WhatsApp chatbot costs, so you ask for three quotes and get back three things you can't compare: one in dollars per user, another "per conversation," and a third that just says "book a demo." On top of that, what Meta charges for messages changed on October 1, 2026.
Here you'll see the cost layers of a WhatsApp AI agent, what Meta charges in pesos today, and how to build your annual budget with your own numbers.
Rates current as of October 13, 2026.
How much does a WhatsApp chatbot cost? The four cost layers
Almost any AI agent that runs on the official WhatsApp Business Platform (the API) has these four layers:
| Layer | Who charges it | How it's charged | Usually included? |
|---|---|---|---|
| Setup | The provider or agency | One-time payment | It depends: on "do-it-yourself" platforms, you do it |
| Monthly fee (platform or maintenance) | The provider | Fixed monthly fee | It's the provider's main charge |
| WhatsApp messages | Meta (sometimes through the provider) | Per delivered message, by category | Almost never |
| AI usage | The model provider (or Meta, if you use its agent) | Per token processed | Almost never |
The useful question isn't "how much does the bot cost?" but "how much does it cost me per year, all in?"
One clarification: the free WhatsApp Business app doesn't charge per message. Everything below applies to the API, the one that supports integrations, multiple users and custom agents. If you're not sure yet whether you need an agent, start there.
Layer 1: setup
What it should include: discovery (what questions you get and what the agent must not do), design of features, tone and rules, loading of approved information, agreed integrations, and testing before going live. If a quote doesn't spell out these points, ask for them in writing.
What drives the price: the number of features (answering questions is not the same as booking, quoting and following up), the integrations (calendar, CRM, inventory) and sensitive rules, such as in healthcare or payments.
Tell apart two things that are sometimes sold under the same name: "no-code configuration" (you pay for a tool and build the flows yourself) and "custom implementation" (someone designs, integrates and tests it for you).
Layer 2: monthly fee
Self-service platforms. They charge a subscription, usually in dollars, and WhatsApp messages are billed separately. According to their October 2026 pricing pages (Wayback Machine captures from October 8 and 11), respond.io charges in USD based on monthly active contacts and states that "WhatsApp fees are not included in any respond.io subscription"; Wati charges for messages at its own rate.
Managed or custom service. Here the monthly fee is usually called maintenance and should cover adjustments, new answers and monitoring. The key question: does it start when you sign or when the agent goes live? Paying for months of an agent that isn't serving anyone yet rarely shows up in the comparison.
The exchange rate. If the monthly fee is billed in dollars, your cost in pesos changes every month. Budget with a buffer.
Layer 3: what WhatsApp charges per message (rates in pesos)
Since July 1, 2025, Meta charges per delivered message, no longer per conversation. The price depends on the message category and the country of the receiving number. Messages your customers send you are not charged.
WhatsApp Business rates 2026 for Mexico (official table)
| Category | MXN per delivered message | Example use |
|---|---|---|
| Marketing | $0.7298 | Promotion of the month |
| Utility | $0.1565 | Appointment reminder |
| Authentication | $0.1565 | Verification code |
| Service | $0.1565, starting with message 1,001 of the month per number | Reply to a customer question |
| Meta Business Agent | US$2.00 per million tokens (global rate) | Reply generated by Meta's AI agent |
These are Meta's list rates for Mexico in effect since October 1, 2026. Meta updates them periodically: check the official table before budgeting. If you sign up through a provider, it may add a markup.

The categories, with examples from your business
- Marketing: a dental practice announcing a teeth-cleaning campaign, a real estate agency announcing a new development.
- Utility: appointment reminder, notice that a document is ready, gym payment reminder.
- Authentication: one-time codes to log in to a portal.
- Service: any free-form reply within the 24-hour window the customer opens by writing to you, whether written by a person or by a third-party AI agent.
What changed on October 1, 2026
| Item | Through Sep 30, 2026 | Since Oct 1, 2026 |
|---|---|---|
| Service messages | Free | Charged starting with message 1,001 of the month, per number |
| Utility templates within an open customer service window | Free | Charged at the utility rate |
| Marketing in Mexico | Previous rate (it had dropped on Oct 1, 2025) | Rose to $0.7298 MXN |
The 1,000 free service messages are per phone number, reset every month and don't roll over.
Meta also required businesses to register a payment method before September 30, 2026. Without one, it delivers service messages within the free 1,000 and stops delivering them after that. If your agent stopped replying mid-month, check the payment method first.
What's still free
- Messages your customers send you.
- The first 1,000 service messages per number each month.
- What you send within the free entry point window that a Click-to-WhatsApp ad opens when you reply in time. According to Meta's current page, that window can last up to 7 days (earlier versions mentioned 72 hours). Within it, marketing, utility, authentication and service messages are not charged.
The exception: Meta Business Agent messages are charged even within that window.
Pesos or dollars?
Meta has billed in Mexican pesos since January 1, 2026. The currency is chosen when the messaging account is created and can't be edited afterward. If your account is in dollars and you want to switch to pesos, Meta offers a currency migration API that creates a new account and moves your numbers and templates; it isn't available for accounts in coexistence with the app. Ask your provider which currency your account uses.
About volume discounts: they only apply to utility and authentication, and in Mexico the utility list rate holds up to 1,000,000 messages a month (250,000 for authentication). It usually doesn't apply to a small or midsize business.
Layer 4: the cost of AI
AI models charge by tokens, chunks of text the model reads and writes. More context per reply (history, catalog, rules) means more tokens.
A public reference: Meta charges for its own agent, Meta Business Agent, at US$2 per million tokens, and estimates about 20,000 to 25,000 tokens per message, that is, about 4 to 5 US cents. That charge covers both processing and delivery.
A custom agent usually uses a different model (from OpenAI, Anthropic or Google, for example). Its replies count as service messages for Meta, and the AI is paid separately. The cost depends on the model and the context of each reply: ask for the monthly estimate in writing.
Watch out: an AI that "talks too much" or splits its reply into several bubbles generates more billable service messages.
Calculate your Meta bill in 3 steps
- Count how many messages you would send per month in each category.
- Subtract the 1,000 free service messages per number and anything sent within a free ad entry point window.
- Multiply by the rate:
Monthly Meta bill = (service − 1,000) × 0.1565 + utility × 0.1565 + marketing × 0.7298 + authentication × 0.1565
If your provider adds a markup, add it on top.
Illustrative example: annual budget for a dental practice
Illustrative example, not a real case. The volumes are assumptions to show the calculation.
Assumptions for one month, with a single number: 1,800 service replies from the agent, 600 appointment reminders (utility) and 300 promotional messages (marketing).
- Service: (1,800 − 1,000) × $0.1565 = $125.20
- Utility: 600 × $0.1565 = $93.90
- Marketing: 300 × $0.7298 = $218.94
- Meta total: $438.04 MXN per month, about $5,256 MXN over 12 months
Budget for the first 12 months live:
| Item | Amount |
|---|---|
| Setup (one time) | $1,890 USD + VAT |
| Maintenance (12 months live) | From $390 USD + VAT × 12 = from $4,680 USD + VAT |
| Meta messages | ≈ $5,256 MXN (list rate) |
| AI usage | Estimated by the provider based on model and volume |
The takeaway: at this volume, setup and the monthly fee weigh more than Meta messages. What really moves the numbers is mass marketing: every 1,000 promotions cost $729.80 MXN. If reminders are at the center of your use case, see how to design appointment reminders.

How to lower the cost without losing customers
- Complete answers in a single message, not three or four short bubbles.
- Utility only for transactional messages. Don't disguise promotions as reminders: Meta can reclassify templates.
- Take advantage of the ad window from Click-to-WhatsApp ads.
- Segment campaigns. A promotion sent to people who are interested costs less and annoys less.
- Design when to close or hand off to a person. An agent that goes in circles generates messages and doesn't solve anything.
Costs that don't show up in the quote
- Provider markup on Meta's rate.
- Additional numbers or users.
- "Premium" integrations billed separately.
- Hours of adjustments beyond what's included.
- Minimum contract or cancellation penalty.
- Billing in dollars, plus VAT.
- Your team's time if the solution is "do it yourself."
How to compare quotes: 8 questions
- What exactly does setup include?
- Does the monthly fee start at signing or when the agent goes live?
- Are Meta messages included or separate, and with what markup?
- Who pays for AI usage and how is it estimated?
- In what currency will I be billed?
- Is there a minimum contract?
- Do I keep my number and my data if I leave?
- What happens when the agent doesn't know the answer?

Frequently asked questions
Is the WhatsApp Business API free?
No. Meta charges per delivered message by category: marketing, utility, authentication or service. There are exceptions: messages your customers send you, the first 1,000 service messages per number each month, and what you send within the free entry point window of a Click-to-WhatsApp ad.
Is it still charged per conversation?
No. Since July 1, 2025, Meta charges per delivered message, no longer per conversation. The price depends on the message category and the country of the receiving number. If a quote still talks about "price per conversation," ask them to recalculate it with the current model.
Are service messages still free?
Only the first 1,000 per number each month. Since October 1, 2026, Meta charges starting with message 1,001, at the service rate of $0.1565 MXN per delivered message. The 1,000 free messages are per phone number, reset every month and don't roll over.
Can I pay Meta in pesos?
Yes, since January 1, 2026. The currency is chosen when the messaging account is created and can't be edited afterward. If your account is in dollars, Meta offers a migration API that creates a new account and moves your numbers and templates; it isn't available for accounts in coexistence.
Do Meta's rates include VAT?
Meta's table doesn't say. Check how the tax appears on your Meta billing or ask your provider, especially if the messages are billed to you through them. When you build your annual budget, keep it as a separate line so you don't come up short.
Am I charged if the customer doesn't read the message?
Meta charges for delivered messages, not read ones, so a reminder the customer never opens still counts on your bill. That's why it pays to send only the messages you need, in a single complete reply, and to segment marketing campaigns to reach the people who are actually interested.
